California Enhances ESG and Carbon Neutral Strategy Requirements with SB 219

California has intensified its greenhouse gas (GHG) and climate reporting regulations with the enactment of Senate Bill (SB) 219. Signed into law by Governor Gavin Newsom on September 27, 2024, SB 219 expands on the Climate Corporate Data Accountability Act (SB 253) and the Climate-Related Financial Risk Act (SB 261), ensuring stricter compliance for businesses operating in the state. 

SB 219 provides detailed guidance on GHG reporting and compliance, targeting companies with annual revenues exceeding $1 billion and $500 million, respectively. Key deadlines include: 

  • Fiscal Year 2025: Scope 1 and 2 GHG emissions must be reported in 2026. 

  • By January 1, 2026: Initial climate-related financial risk reports are required.

 

Revenue thresholds are based on total revenues, irrespective of whether they are earned within California. This ensures a wide-reaching impact on companies nationwide, emphasizing California’s leadership in advancing climate accountability. 

While SB 219 offers additional time for the development of supporting regulations, it stresses the importance of timely preparation for compliance. Businesses are encouraged to align their reporting processes with evolving standards and adopt robust strategies to address climate risks and GHG emissions effectively. 

The strengthened requirements position California at the forefront of climate policy, aligning corporate practices with ESG goals and advancing carbon-neutral strategies. By addressing financial risks linked to climate change, SB 219 pushes companies to adopt transparent and actionable measures for sustainability. 

Organizations must act promptly to meet these mandates, ensuring alignment with California’s ambitious climate objectives and reinforcing their commitment to a sustainable future.
