Southern Power Grid to Build Renewable-Dominated New Electricity System by 2030

State-owned China Southern Power Grid Company (CSG) on May 15 released its implementation plan to build a new electricity system with renewables as the dominant energy from 2021 to 2030, as reported by Caixin on May 17. During the decade, CSG would increase the new energy installation capacity for power generation from 50m kilowatts (kW) to 250m kW by the end of 2030 in its 1m-square-kilometer power supply area, which mainly covers Guangdong, Guangxi, Yunnan, Guizhou, Hainan, Hong Kong, and Macao. Correspondingly, the average annual growth rate would be 17% over the 14th and 15th Five-Year Plan (FYP) periods, four percentage points higher than that of the 13th FYP period ranging from 2015 to 2020.  

CSG would specifically focus on the development of wind and photovoltaic power in its operation area. Before 2025, the power grid operator aims to add more than 24m kW of onshore wind power, 20m kW of offshore wind energy, and 56m kW of photovoltaic power in Guangdong, Guangxi, Yunnan, and Guizhou. In the meantime, as energy storage facilities should be allocated at a proportion of 20% for new energy, the company would add and put 20m kW of new energy storage facilities into production by 2030.

Apart from new energy, the group would also improve the generation capacity of other conventional energy sources due to continually growing maximum power load. Therefore, CSG would promote the development of hydropower, nuclear power, and other clean energy sources. Over the following ten years, the company would construct a combined 20m kW of pumped storage power stations, while the total increment of hydropower and nuclear power could reach 50m kW. In addition, CSG also planned to add 200m kW of power supply outside of its operation area, including clean energy sources from Tibet and the north. For example, it planned for a clean energy base located in the Lancang River in Tibet to deliver 10m kW of electricity to Guangdong, Hong Kong, and Macao from 2030.
