In a landmark climate governance move, the United Arab Emirates has enacted Federal Decree-Law No. 11 of 2024, transforming climate ambition into enforceable regulation. The law mandates annual greenhouse gas (GHG) emissions reporting from both public and private sector entities, including those in free zones, positioning the UAE as a global pioneer in turning ESG principles into legal obligations. 

Unlike voluntary frameworks, this law embeds climate compliance within the nation’s carbon neutral strategy, treating emissions with the same rigor as financial regulations. Key business requirements include: 

  • Annual emissions inventories 
  • Retention of GHG data for five years 
  • Decarbonisation plans for high emitters 
  • Alignment with the UAE’s Net Zero 2050 goals 

Non-compliance could result in penalties ranging from AED 50,000 to AED 2 million. The law signifies a global pivot—from ESG storytelling to ESG enforcement. 

To meet these regulatory demands, businesses must shift from spreadsheets to smart systems, embedding sustainability across operations, finance, and supply chains.
