California Sues Trump Administration Over Emission Waivers, Defending ESG and Carbon Neutral Strategy

On June 13, 2025, California filed a high-profile lawsuit against the Trump administration for revoking key waivers under the Clean Air Act—a move that threatens the state’s authority to enforce stricter vehicle emissions standards in support of its ESG and carbon neutral strategy.

Governor Gavin Newsom and Attorney General Rob Bonta, backed by 10 other states, argue the administration’s use of the Congressional Review Act (CRA) to cancel three waivers is unlawful. These waivers, reinstated under the Biden administration, are essential for California’s ambitious plans to phase out gas-powered vehicle sales by 2035, enforce stringent diesel truck rules, and cut nitrogen oxide (NOx) emissions.
