China’s Environmental Reform Boosts Corporate ESG Performance

China’s Environmental Vertical Management Reform (EVMR), launched in 2016, has significantly enhanced corporate Environmental, Social, and Governance (ESG) performance, according to a recent study. This policy, aimed at restructuring power between local governments and environmental protection agencies, was analyzed through a staggered difference-in-difference model using data from 2009 to 2021. 

The study highlights three key drivers behind improved ESG outcomes: strengthened provincial environmental regulatory capacity, intensified local law enforcement, and higher corporate environmental compliance. These measures disrupted traditional collusion between local governments and enterprises, compelling firms to adopt more sustainable practices. 

However, the reform’s effectiveness varies across provinces, constrained by inconsistent implementation and a lack of provincial incentives. Despite these challenges, the policy demonstrates potential in addressing systemic issues in environmental governance, offering valuable insights into balancing decentralization and centralization in environmental management. 

China’s reforms align with its broader carbon-neutral strategy, which aims to decouple economic growth from environmental degradation. The nation has already surpassed its 2020 climate goals, cutting carbon intensity by over 48% since 2005. As the world’s largest manufacturing economy, China’s advancements in ESG and sustainability practices are pivotal to global ecological health. 

The research underscores the importance of robust policies and cooperation between central and local governments to drive ESG performance and sustainable development. It also contributes to the global understanding of environmental governance, offering lessons for other nations pursuing ambitious carbon-neutral strategies.
