New Delhi, Aug. 1 , India’s Ministry of New and Renewable Energy (MNRE) has issued tough new regulations for wind turbine manufacturers, mandating the use of domestically sourced key components and strictly localizing operational data. Under the directive, firms must procure blades, towers, generators, gearboxes and special bearings only from suppliers approved on a government-sanctioned list, the MNRE said in a notification released late Thursday.
To enforce compliance, the MNRE will deploy a technical inspection team and publish a detailed standard operating procedure in the coming weeks. A separate announcement will specify the approved models and manufacturers eligible to supply India’s burgeoning wind sector.
In a bid to safeguard sensitive information, the rules require all turbine performance and operational data to be stored on servers located within India, prohibit real-time data transfers abroad, and compel companies to establish operational control and research & development centres domestically within 12 months.
The measures are designed to bolster India’s home-grown wind equipment industry, which currently boasts an annual manufacturing capacity of 20 GW. They come as the country races to nearly double its non-fossil fuel generation capacity to 500 GW by 2030, up from today’s 235.6 GW.
Certain tendered and imminent projects will be exempt, and new models under exemption are capped at 800 MW over the next two years—subject to quarterly progress reports. The policy is expected to strengthen local players such as Suzlon Energy, Inox Wind and Adani Wind, while constraining the market share of foreign heavyweights like China’s Envision Group.
