Beijing Police Investigate Commercial Covid Test Labs over Alleged Fraud

Beijing police are investigating three COVID-19 mass testing laboratories under the accusation of fraud testing which led to inaccurate results, as reported by South China Morning Post on May 30. The police have detained eight employees from Beijing Zhongtong Lanbo Medical Testing Laboratory, a lab owned by pharmaceutical manufacturer China I&R [1763:HK]. The lab was found to mix too many samples in one test, knowing the breach could lead to inaccurate results, in an effort to cut cost and time. 17 staff from the Beijing Jinzhun Medical Testing Laboratory were also detained over similar violations. Previously, on May 21, six people from the Beijing Pushi Medical Laboratory were taken into custody as the lab issued more COVID test results than the actual number of tests. In response, Beijing Municipal Health Commission committed that the government would inspect all private testing centers.

The Commission stressed that fraud nucleic acid tests violate quality and safety regulations and affect the accuracy of the test results, which could lead to the further spread of the epidemic. The high price of nucleic acid tests and the hectic work schedule for massive testing are likely the main stressors on testing centers, luring some to conduct improper testing. On May 25, China’s National Healthcare Security Administration asked local authorities to further reduce the price of COVID-19 nucleic acid tests, limiting the price for a single test to no more than RMB16 (USD2.4) per person, down from RMB40 (USD6.0) in December 2021 and RMB28 (USD4.2) in April 2022. In China’s pursuit of dynamic zero-COVID, the country plans to establish a network of COVID testing booths in major cities nationwide, with at least one booth within 15-minute walking distance for all residents.
