sales@senecaesg.comChina’s central bank People’s Bank of China (PBoC) will fully respect privacy and protect personal information in the use of China’s sovereign digital currency known as digital yuan, or e-CNY, as reported by Bloomberg on July 24. According to Mu Changchun, head of the Digital Currency Institute at PBoC, e-CNY features limited anonymity that ensures reasonable anonymous transactions while preventing and combating illegal activities including money laundering, terrorism financing, and tax evasion. To ensure limited anonymity, Mu asked authorities to only request data access for transactions involving illegal activities. Mu also clarified that for normal transactions and purchases, neither the PBoC nor the platforms that operate and convert digital currency will have access to information about the trading.
China has been trialing e-CNY in different payment scenarios since the PBoC started studying this digital currency eight years ago. However, e-CNY still lags in convenience and innovation compared to what the public has been used to — mobile payment such as Alibaba’s [BABA:US] Alipay and Tencent’s [0700:HK] WeChat Pay. Last year, the transaction volume of e-CNY amounted to RMB87.6bn (USD12.97bn), which paled in comparison to the RMB118tr (USD17.47tr) of turnover for Alipay during the 12 months through June 2020. According to Mu, e-CNY will serve as a backup for the country’s retail payment system and co-exist with private payment platforms. Mu also called on the PBoC to step up the promotion of e-CNY services to safeguard financial stability when mobile payment systems break down financially or technically.
