EU to set Ecodesign Plan Prioritizing Circular Standards for Apparel, Steel, Furniture

The European Commission has unveiled a comprehensive 2025–2030 Ecodesign Work Plan that significantly expands sustainability requirements across high-impact sectors, reinforcing the EU’s commitment to ESG principles and a carbon neutral strategy. Under the updated Ecodesign for Sustainable Products Regulation (ESPR) and the Energy Labelling Regulation, new mandates will target product durability, repairability, recyclability, and environmental transparency. 

The regulation prioritizes six key sectors—steel, aluminium, apparel, furniture, tyres, and mattresses—selected for their strategic relevance to the circular economy and climate targets. These industries will face harmonized EU-wide standards that reduce trade barriers, simplify compliance, and foster industrial innovation aligned with ESG goals. 

Central to the initiative is the introduction of the Digital Product Passport and repairability scores, which will offer greater consumer insight into product sustainability and carbon footprints. The plan also introduces recyclability benchmarks for electronics and durable goods, helping to drive sustainable product design across the EU market. 

“This initiative marks a major step toward making the circular economy a reality on the ground and sustainable products the norm across the EU,” said EU Commissioner Jessika Roswall. She emphasized that the regulation would provide legal certainty and predictability for businesses, encouraging investment and accelerating the green transition. 

While the initiative has garnered broad support, environmental groups have raised concerns about the limited scope of products covered. Eva Bille of the European Environmental Bureau warned that excluding categories like footwear and chemicals could limit the regulation’s overall impact. 

Implementation will proceed through delegated acts, with industry consultations and impact assessments planned at each stage. As the regulation rolls out, companies aligned with ESG values and carbon neutral strategies will benefit from early adoption advantages and stronger market positioning within the Single Market.
