Japan Sets Ambitious GHG Emissions Target Amid Expert Criticism

Japan has unveiled an updated climate plan, aiming to reduce greenhouse gas (GHG) emissions by 60% from 2013 levels by fiscal year 2035. This exceeds the current 46% reduction target set for 2030. The government also proposed a longer-term goal of a 73% emissions cut by fiscal year 2040. 

The strategy, spearheaded by Japan’s environment and economy ministries, outlines sector-specific reduction benchmarks for 2040, including a 74-83% cut in business emissions, 64-82% in transportation, and 71-81% in households. These measures are designed to align with Japan’s broader carbon neutral strategy and commitment to the Paris Agreement. 

However, the new targets have drawn criticism from climate experts. Many argue the 60% reduction falls short of the 66% cut needed by 2035 to meet the Paris Agreement’s goal of limiting global warming to 1.5°C above pre-industrial levels. Experts caution that more aggressive action is required for Japan to uphold its global climate responsibilities. 

The updated targets, known as Nationally Determined Contributions (NDCs), will be submitted to the United Nations in February 2025 following public consultations. The announcement follows similar actions by the United States, which recently committed to reducing GHG emissions by 61-66% from 2005 levels by 2035. 

Japan’s revised climate goals underscore its commitment to advancing ESG principles while balancing economic growth. As the country charts its path to carbon neutrality, the emphasis on sector-specific reductions highlights the need for innovative and scalable solutions to address climate challenges. 

Despite progress, experts urge Japan to enhance its carbon neutral strategy to bridge the gap between its current targets and global climate objectives. The coming months will be critical as public input and international scrutiny shape Japan’s next steps in the global fight against climate change.
