More US Offshore Wind Projects to Qualify for 10% Energy Communities Tax Credit

The Biden administration has released new rules to make it easier for offshore wind developers to apply for the Energy Communities subsidy, namely tax credits for projects planned in areas historically dependent on fossil fuel industries for employment, as reported by Reuters on March 22. Under the Inflation Reduction Act (IRA),the tax credit for energy communities is worth 10% of a project’s total cost and can be claimed on top of the 30% credit for renewable energy projects. The revised rules allow owners of offshore wind projects to apply for this additional tax credit if certain part of the project, such as its supervisory control and data acquisition (SCADA) equipment or power conditioning equipment, is situated in energy communities. The revision is expected to make more offshore wind projects eligible for the energy community bonus compared to the previous rule that letsoffshore wind projects qualify if the nearest project substation to the land interconnection point is in an energy community.

The energy community subsidy aims to encourage offshore wind developers to choose energy communities as sites for their critical infrastructure, fosteringsubstantial investments and creating mass employment opportunities in these areas. On the other hand, the revised rules also addressed many offshore windcompanies’ concern that their projects might not proceed successfully without certain subsidies under the IRA, as the industry has been grappling with soaring costs tied to inflation, higher interest rates, and supply chain disruptions.
