The Belgian government has proposed a significant increase in the turnover threshold for the Corporate Sustainability Due Diligence Directive (CSDDD) to address regulatory concerns and opposition from major EU member states. This proposal aims to revise the initial requirements of the landmark supply chains law to better balance sustainability goals with practical considerations for businesses.
Initially, the CSDDD, which aims to enforce rigorous due diligence on corporate supply chains, set the turnover threshold at €150 million. However, the Belgian government, currently leading the EU Council, has proposed raising this threshold to €450 million. This adjustment follows earlier increases to €300 million, reflecting ongoing negotiations and feedback from stakeholders concerned about excessive regulatory burdens.
The CSDDD is designed to enhance corporate responsibility by ensuring that companies verify their suppliers’ adherence to sustainability and human rights standards. The directive seeks to prevent the sourcing of goods produced through forced labor and mitigate climate change impacts, aligning with broader EU ESG objectives.
The proposal faces challenges, including resistance from German Finance Minister Christian Lindner and potential complications related to concurrent trade-law discussions on packaging waste. The next critical steps involve an EU ambassadors meeting scheduled for March 15, with a deadline for MEPs to finalize agreements by March 22 before the upcoming June elections.
Belgium’s proposed increase in the CSDDD turnover threshold reflects a concerted effort to refine the law in response to feedback from various stakeholders. This move aims to ensure that the directive effectively advances sustainability standards while accommodating the practical needs of businesses across Europe.
