EU Embraces Simplified ESG Reporting Framework

The European Union is set to release the Omnibus Simplification Package (Omnibus) in February 2025 to streamline existing corporate sustainability reporting requirements. These requirements stem from the EU Taxonomy Regulation, Corporate Sustainability Reporting Directive (CSRD), and Corporate Sustainability Due Diligence Directive (CSDDD). Announced by EU Commission President Ursula von der Leyen on November 8, 2024, the Omnibus aligns with broader efforts to enhance EU competitiveness while simplifying regulatory frameworks. 

The Omnibus aims to consolidate overlapping data points and reduce bureaucratic burdens on businesses. President von der Leyen emphasized during a press conference on the Budapest Declaration that the focus is not on altering the core content of existing regulations, which she described as “good,” but on optimizing the process of achieving compliance. The package intends to avoid redundancies in data collection and reporting under the Taxonomy Regulation, CSRD, and CSDDD, easing administrative strains. 

The interconnected nature of these regulations highlights the need for simplification. For instance, companies subject to CSRD can fulfill their CSDDD obligations through their CSRD reports, and the Taxonomy Regulation introduces metrics that align environmental sustainability with financial disclosures, such as turnover and capital expenditures. These overlaps contribute to complexities that the Omnibus seeks to address. 

This initiative is part of the EU’s broader “simplification revolution,” aiming to reduce administrative and reporting burdens by 25% within the first half of 2025. It particularly targets small and medium-sized enterprises (SMEs), enabling them to focus on innovation and productivity without excessive compliance costs. Despite its intent, the announcement has sparked concerns about potential deregulation. The recent one-year delay to a landmark EU deforestation law has fueled skepticism that simplification efforts may scale back critical ESG-related requirements.
