The European Union has finalized a regulatory amendment granting automakers a three-year compliance window (2025–2027) to meet CO₂ emissions targets, in a move that balances climate ambition with industrial realities. The new rule, adopted by the Council of the European Union, allows carmakers to average fleet-wide emissions over three years instead of adhering to strict annual carbon limits. 

This adjustment is a key component of the EU Industrial Action Plan for the automotive sector, unveiled in March 2025, and aims to provide regulatory certainty as the industry scales up low- and zero-emission vehicle technologies. It underscores the EU’s continued commitment to ESG objectives and a broader carbon neutral strategy while responding to mounting pressure from manufacturers. 

“By offering flexibility during this transitional period, we’re supporting ESG-driven innovation in the mobility sector while safeguarding the EU’s climate goals,” said a European Commission spokesperson. 

The new compliance mechanism is seen as a lifeline for carmakers facing operational and supply chain disruptions as they ramp up electric vehicle production. It allows manufacturers to strategically manage emissions over time, without derailing the bloc’s 2030 and 2050 net-zero targets. 

Set to enter into force 20 days after publication in the Official Journal of the European Union, the rule becomes binding across all member states. EU officials stressed that this is not a dilution of climate ambition but a pragmatic approach to achieving long-term decarbonization in a sector responsible for roughly 15% of the EU’s CO₂ emissions. 

This move reinforces the EU’s role as a global leader in sustainable industry regulation, ensuring that ESG compliance and carbon neutral strategies remain central pillars of Europe’s economic and environmental roadmap.
