Salmon Arm Council Plans for Landfill Closure Costs

Salmon Arm city officials are addressing long-term landfill closure costs as new provincial environmental monitoring regulations increase financial pressures. During a March 3 city council meeting, Columbia Shuswap Regional District (CSRD) environmental and utility services general manager Ben Van Nostrand outlined the need for higher reserves to fund landfill closures, highlighting the broader implications for waste management and sustainability. 

With the Salmon Arm Landfill set for final closure in 2087, the projected total cost exceeds $11 million. However, across all CSRD landfills, the estimated closure expense is over $55 million. The current funding approach relies on tipping fees, grants, and taxation. To meet future financial obligations, CSRD has proposed a $300,000 annual increase in taxation, adding to the $600,000 already budgeted for 2025. 

City councillors acknowledged the necessity of proactive planning, with Coun. Tim Lavery stressing that waste management costs often go unnoticed by the public until budget discussions arise. “We don’t spend much time thinking about the costs associated with our consumption,” he said. While the proposed taxation increase is substantial, it still falls short of closing the funding gap. 

To address this financial challenge, CSRD is considering multiple solutions, including raising tipping fees and adopting more aggressive taxation strategies. The board will revisit the issue in June to evaluate alternative funding mechanisms. 

A broader concern remains: where will a future landfill be located once the current site closes? Mayor Alan Harrison inquired about long-term waste disposal plans, to which Van Nostrand admitted the difficulty of finding suitable land. “It’s going to be nearly impossible,” he said, emphasizing the need for innovation in waste-to-energy and diversion programs to extend landfill life. 

As ESG and carbon neutral strategy goals become more prominent, Salmon Arm’s landfill challenge underscores the importance of sustainable waste management solutions. The city’s efforts reflect a growing push for responsible resource allocation and environmental accountability in municipal planning.
