85% of Europeans Prioritize Climate Action, Backing Stronger ESG and Carbon Neutral Strategy

A new Eurobarometer survey reveals overwhelming public support for climate action in Europe, with 85% of Europeans stating that tackling climate change should be a top priority to improve health, quality of life, and resilience. The findings offer a strong mandate for accelerating ESG policies and implementing a unified carbon neutral strategy across the EU. 

The survey, conducted with over 26,000 citizens across all 27 EU Member States, shows broad alignment with the EU’s 2050 climate neutrality target, which is supported by 81% of respondents. Additionally, 88% endorse stronger EU efforts to boost renewable energy and energy efficiency, citing benefits like energy security and economic competitiveness. 

Citizens see national governments (66%), the EU (59%), and industry (58%) as key drivers of climate action—far ahead of individuals, only 28% of whom feel personally empowered to address the crisis. This underscores the need for systemic policies backed by institutions and corporate accountability. 

The public also supports innovation as part of the green transition. 84% believe European clean tech companies deserve more support, while 77% agree that climate action drives innovation. These views reinforce support for the EU’s Clean Industrial Deal and forthcoming sustainability reforms. 

Despite high awareness—84% agree that climate change is human-induced—a communication gap remains. Over half (52%) find traditional media unclear on climate facts, and 49% struggle to identify misinformation on social platforms. 

This sentiment calls for improved climate literacy and transparent, science-based communication from governments and industry. 

As the EU prepares to revise its Climate Law and roll out a new Climate Adaptation Plan in 2026, the survey solidifies public demand for bold, coordinated action. With this strong public backing, Europe is well-positioned to lead the global shift toward sustainable, carbon-neutral economies grounded in equity, innovation, and resilience.
