US EPA Set New Rules to Reduce Cancer-Causing Pollutant Emissions from Chemical Plants

The US Environmental Protection Agency (EPA) has finalized a new rule targeting cancer-causing toxic air pollutants from chemical plants, as reported by Reuters on April 9. The new rule will affect dozens of chemicals, marking the first revision to the national emissions standards for hazardous organic pollutants in 30 years. The new regulation focuses on two main pollutants, ethylene oxide and chloroprene, which are mostly emitted by more than 200 chemical plants clusteredalong the Gulf Coast. The EPA will order industries to identify the source of pollution for these chemicals and implement rectifications if annual air concentrations of pollutants exceed set standards. Additionally, the factories will be required to install fence-line monitoringsystems near surrounding communities and report the data publicly. The EPA estimates the revised rule would result in an 80% reduction in pollutant emissions from these facilities.

The regulatory overhaul will address two key policy priorities of the Biden administration: protectingvulnerable communities overburdened by pollution and bolstering efforts to combat cancer. Residents living near these petrochemical plants have seen high rates of cancer, potentially due to accumulative exposure to ethylene oxide and chloroprene. Even minimal exposure to these chemicals can damage human DNA and cause mutations that can lead to illnesses later in life, with children especially vulnerable to such pollutants. Under the new rule, ethylene oxide producers will be given two years to upgrade their equipment to avoid emissions to comply with updated emissions standards.
