EU’s CSDDD and EUDR to Reshape Uganda’s Coffee and Cocoa Exports

The European Union’s Corporate Sustainability Due Diligence Directive (CSDDD) and the European Union Regulation on Deforestation-Free Products (EUDR) are set to significantly impact Uganda’s coffee, cocoa, and other agricultural exports. As ESG and sustainability reporting gain global importance, these regulations will require Ugandan exporters to meet strict environmental and human rights standards to maintain access to the lucrative EU market. 

The CSDDD and EUDR are central to the EU Green Deal, aiming to ensure that products imported into the EU are free from deforestation and human rights violations. Starting January 2025, these regulations will demand full traceability from production to importation, ensuring that products have not contributed to deforestation since December 31, 2020. 

Uganda, whose coffee sector alone accounts for 18% of its total exports, with 63% destined for the EU, faces substantial challenges in complying with these new regulations. The burden of compliance is likely to fall on farmers, potentially reducing their income and, ironically, driving further deforestation as they seek alternative income sources. The costs associated with EUDR compliance could be significant, and with the EU market becoming more difficult to access, the question arises: Can Uganda’s exporters turn to less regulated markets? 

Unfortunately, other major markets are also following the EU’s lead, with the UK and US developing similar due diligence regulations. This trend underscores the need for Uganda to address compliance requirements collectively, leveraging co-investment by the government and the private sector to ensure that Ugandan products continue to meet international standards. 

The stakes are high, and the clock is ticking. Uganda must act swiftly to align its agricultural practices with global sustainability standards, or risk losing access to vital export markets.
