Indonesia introduced a revised taxonomy, categorizing coal-fired power plants used in nickel facilities within its green investment rulebook, as part of the country’s commitment to transition towards a green economy, as reported by Reuters on February 20. This move, while aligned with Indonesia’s pledge to achieve net-zero emissions by 2060, has faced criticism from environmentalists who argue that financing new coal power plants contradicts sustainability goals, given their significant carbon emissions. The revised taxonomy, which employs a traffic light system, designates sectors as “green,” “amber,” or “red” based on their alignment with Indonesia’s climate objectives. Investments in captive coal power plants are labeled as “amber” if they meet specific criteria such as being built before 2031, committing to emission reductions, and supporting post-mining land rehabilitation for critical minerals like nickel used in clean technology.
Indonesia’s Financial Services Authority (OJK) defends the new taxonomy, emphasizing its holistic approach that considers not only environmental factors but also social progress and economic development. However, the inclusion of financing for new coal power plants has sparked controversy, particularly among green groups advocating for stricter measures to limit carbon emissions. Despite global trends of divestment from coal assets, Indonesian lenders continue to finance coal-related projects, citing their economic significance in a country that holds the title of the world’s largest exporter of coal and nickel. The surge in investment in captive power stations, driven by the expansion of nickel processing facilities in Indonesia, underscores the complex interplay between economic development, environmental sustainability, and the transition towards cleaner energy sources in the country.
